The first step in preparing an EIR is to establish the research agenda, also known as the Scope and Detail Level Note (SDN). The SDN describes what will be investigated in the EIR (the scope) and to what detail (detail level). This research agenda was available for public review from February 20 to April 2, 2025. Everyone could respond by submitting a statement of views.
What have we received?
We received a total of 26 statements of views. These came from:
- 4 residents;
- 8 co-governments;
- 3 partners;
- 1 company;
- 10 interest organizations.
We carefully reviewed, summarized, and responded to all reactions. The SDN was not amended, but the statements of views provide valuable input for the continuation. We will incorporate these into the further development of the EIR and the environmental vision. Everything can be read in the response document.

Why are we renewing the environmental vision?
Our current vision, Gaaf Gelderland from 2018, is no longer current. This vision provides too little direction and does not align well with the Environmental Act. Therefore, we started an intensive process in January 2024 to renew the vision. This way, we can better respond to new spatial and social developments.
The first steps have been taken: the framework note and the SDN have been prepared. The framework note contains the first substantive choices. The Provincial States approved these on April 16, 2025. This has determined the course for the new vision.

Participating in the renewal of the environmental vision means consulting and informing so that the Provincial States can make a good assessment.
