When imposing the fine, consideration was given to the above-average inconvenience experienced by travelers in 2023 due to canceled bus and train services. However, attention was also paid to Arrivas performance in 2025, which has significantly improved in this regard. With the performance on bus trip cancellations in 2025, Arriva demonstrates that – even with the expansion of bus services – there is virtually no trip cancellation due to staff shortages anymore. For this reason, the fine amount for bus trip cancellations has been moderated.
Deputy Jasper Kuntzelaers (Public Transport): “We find it important that travelers can rely on reliable public transport. Arrivas performance in 2023 did not meet the agreements on crucial points, which caused noticeable inconvenience for our travelers. At the same time, we see clear improvements in 2025, especially in limiting trip cancellations. Therefore, we combine imposing this fine with giving Arriva room to invest in additional traveler-oriented improvements, so that we continue to work together to further strengthen public transport in Limburg.”
