Key Points
To increase the supply for starters, it is proposed to set €345,000 as the maximum purchase price. Municipalities are free to apply customization within the scheme. Municipalities can choose to adopt a lower maximum purchase price. A higher maximum purchase price remains possible with the approval of GS.
The Province of Limburg remains the only province to make funds available for the Starter Scheme. The maximum loan amount for the Starter Loan is no longer 20% of the maximum purchase price, and the maximum loan amount is reduced to €40,000. This is done to protect starters from high debts.
The provincial contribution per starter loan will be reduced from 75% to 50% starting January 1, 2026; municipalities will cover the remaining 50%. This aligns the scheme with provincial policy that sets a maximum of 50% co-financing.
Next Steps
On October 24, 2025, the proposal will be discussed in the Environment Committee (LEO), and on November 7, 2025, the Provincial States will make a final decision. After possible approval by the Provincial States, the amended regulation will come into effect on January 1, 2026, and will be published in the Provincial Gazette.
Starter Loans
The Starter Loan is intended to bridge the gap between the amount a starter can borrow based on income and the purchase costs of the home. The Province of Limburg and the municipality work together on this. Since 2021, a Starter Loan can be applied for in all Limburg municipalities. The loan is provided through the Housing Fund (SVn).
