The Institute for Environment, People and Mining Limburg (I3ML) will implement the regulation on behalf of the Ministry of Climate and Green Growth (KGG). The Province of Limburg has worked intensively in close collaboration with municipalities, the national government, and independent committees over the past years to establish this regulation. Recently, a pilot has been conducted, and processes and criteria have been carefully tested and established.
Clarity and Support
Elianne Demollin-Schneiders, (portfolio holder for Mining Damage) emphasizes the importance of this step: “This damage has a significant impact on the daily lives of residents. With this regulation, we finally provide clarity and support to residents affected by mining damage. Together with our regional partners, we have worked hard for a solution. I hope this regulation brings peace and confidence to affected homeowners in Limburg.”
Personal Invitation
The regulation is intended for primary residents who own a home in the mining area and experience damage that is likely a result of the mining history. Damage can be reported after residents have received a personal invitation. Each report will be carefully investigated by I3ML, with support from experts from the Mining Damage Commission. The compensation can, depending on the severity and extent of the damage, consist of a payment of up to €10,000 for repairs or in-kind repairs by a contractor.
Regional Information Points
The Province of Limburg will continue to actively inform and support residents. There will be regional information points, and starting December 4, the I3ML building in Heerlen will be in use, where residents of Limburg can go for personal advice and support starting January 2, 2026.

The online reporting desk will open on December 22, 2025, for the addresses that are first in line. Starting October 15, libraries in the former mining municipalities will be ready with their Digital Government Information Point (IDO) to assist residents with general questions about the regulation.
