Limburg is the first province in the Netherlands to tackle poverty and low literacy through such an initiative.

Pilot in three municipalities, from 2026 throughout Limburg
The pilot phase starts with three municipalities: Venlo, Gennep, and Landgraaf. From 2026, the rollout will extend to all Limburg municipalities with a library facility. Residents with a low income will receive a letter from the municipality or can receive a voucher through intermediaries for a free library membership. It is about everyone being able to participate, says Henk Snier from Cubiss Limburg. Through this project, we make the library extra accessible to thousands of Limburgers. They gain access to (digital) information, language development, and culture, significantly increasing their chances of full social participation.
The library as a valuable partner for low-income residents
For people with a low income, the library is much more than just a place to borrow books. The library offers free access to the internet, computers, and printers, can digitally support residents, organizes language courses and many activities for young and old. Additionally, it is a safe and accessible meeting place where everyone is welcome.
Together for equal opportunities
The initiative is a joint effort by the Province of Limburg, Cubiss Limburg, and the Association of Limburg Libraries. The progress and impact of the project will be monitored and evaluated in the coming years.
