Mid-term review

In the tendering of the Limburg concession to Arriva, it was agreed that halfway through the term of this concession, a comprehensive analysis of the implementation would be conducted. This was carried out by the Province, in cooperation with Arriva. The evaluation provides a factual overview of basic principles and objectives and the results so far. The evaluation shows that the majority of agreements have been carried out at a good or acceptable level. Not all performance obligations are met by Arriva, but there are no serious shortcomings.

Results

The agreed processes and basic obligations, such as drafting the annual transport plan, providing widely accessible public transport vehicles, and operating service points, are carried out satisfactorily. However, not all performance obligations are met. In particular, the quality of execution has been under pressure since 2021, and the perception of social safety among Arrivas own staff is a point of attention. Covid-19 had a clear impact on the implementation of the concession in the first half of the term. The staff shortage during 2022-2024 had mainly negative effects on execution quality and staff satisfaction. The provincial government remains alert to the progress and quality of the concessions implementation. Where necessary, Arriva is held accountable for performance obligations.

Of course, there are areas for improvement, such as further increasing execution quality and improving the perception of social safety among its own staff. We continue to have good discussions with Arriva about this. Together, we remain committed to optimal and accessible public transport for all Limburg residents.
