Breda takes an important step today in the development of the new district ’t Zoet. Together with the Province of North Brabant, the municipality presents the Steering Document: a guiding compass for the coming decades. The document outlines how the former CSM site on the Mark will transform into a vibrant, highly urban neighborhood with space for 4,000 to 6,000 homes, innovative companies, culture, and green spaces. The Steering Document is now submitted for discussion to the city council.

’t Zoet is one of the largest inner-city area developments in the province. The Steering Document (refers to another website) sets out the ambitions and principles: a district that is adaptive, firmly rooted in the city, and ready for the future. The document provides guidance for choices about housing, accessibility, sustainability, and livability, and forms the basis for further decision-making. The document was festively presented on Wednesday, including the placement of a banner over the famous letters by the railway. These now form the phrase: I travel TO Breda, emphasizing that the city is not only a hub but also a destination.

Alderman Eddie Förster (Urban Development): “With this steering document, we set the lines for a new part of the city. ’t Zoet is not just an expansion; it is a scale jump that makes Breda stronger, greener, and more attractive. We are building a neighborhood that not only offers homes but also facilities that make daily life easier: from shops and hospitality to places for sports and recreation. It will be a place where you cycle along the water and where you find everything you need within walking distance. This is an investment in the future of Breda, where we bring history and innovation together.”

The Steering Document states that there must be plenty of affordable housing in the area, with a mix of social rental, mid-range rental/purchase, and free sector. Furthermore, there will be an ecological connection zone along the Mark. An ‘Urban Park’ will become the heart of the neighborhood. There will be space for creative technology as part of the Breda Innovation District. The Steering Document states that the district will have a car-reduced design. New bridges and a high-quality public transport connection will be built.

“This document guarantees affordability and quality,” says alderman Arjen van Drunen (Housing). “Breda is growing, but we want everyone to grow along. That is why we focus strongly on affordable housing: at least half of the supply is social or mid-range rental and purchase. ’t Zoet will be a neighborhood for modern city dwellers, families, starters, and seniors. A place where you not only live but also live: with schools nearby, space for culture, and a healthy, green living environment. This is how we make ’t Zoet a neighborhood that really matters to the city and its residents.”

Pride

Thanks to a national contribution of €101 million and the joint efforts of the municipality, province, and the national government, this ambition is becoming a reality. “With our Urban Area Development program, we help the 12 largest cities in Brabant prepare for the future,” says deputy Stijn Smeulders. “’t Zoet in Breda is a beautiful, highly urban example of this. A new district where it will be pleasant to live, work, and stay, with attention to history, greenery, and high-quality public transport. This is a place that all of Brabant can be proud of, and that is why we are happy to make a substantial contribution.”

Planning

The Steering Document was festively presented by aldermen Eddie Förster and Arjen van Drunen, together with deputy Stijn Smeulders. The first phase starts in 2026 with preparations such as remediation and quay restoration. The construction of homes follows from 2028. The city council still has to decide on the Steering Document. This will happen early 2026. Then follows elaboration in an area program and tenders for development partners. Residents and entrepreneurs remain involved through placemaking and participation.
