On Monday, September 1, the subsidy desk of Beethoven Housing opens, a regional cooperation program of the State, the 21 municipalities of the Eindhoven Metropolitan Region (MRE), ASML, and the Province of North Brabant. The aim is to accelerate the construction of 17,000 additional homes and 2,280 non-independent student units, on top of the 45,130 homes from the existing Housing Deal.

Beethoven Housing focuses on projects that are currently not getting off the ground, or are progressing too slowly. Through financial support and assistance, the program helps make these plans possible. The emphasis is on affordable and future-proof housing construction.

“There are wonderful plans in all municipalities, thanks to our joint efforts we can build faster. This scheme makes it possible to build affordable and good homes. Together we can make it happen,” said Suzan van de Goor, portfolio holder for Space and Housing MRE.

Two subsidy schemes for accelerated housing construction

Municipalities in the Eindhoven Metropolitan Region can prepare their subsidy applications starting September 1.

  • The subsidy scheme for unprofitable land developments by municipalities (Housing Acceleration Eindhoven Metropolitan Region, WMRE) is intended to support public investments in housing locations, such as infrastructure, nitrogen measures, or remediation. Municipalities can submit applications from September 15 to October 8, 2025. This scheme is executed by the Netherlands Enterprise Agency (RVO), on behalf of the Ministry of Housing and Spatial Planning. Applications, conditions, and documents can be found on the VRO webpage.
  • The subsidy scheme for unprofitable real estate developments (Housing Acceleration Beethoven Real Estate Development Eindhoven Metropolitan Region, VEX) is intended for projects by housing corporations (in the first tranche) and developers (from the second tranche). Municipalities can submit applications from October 1 to October 30, 2025. Applications, conditions, and documents can be found on the subsidies Beethoven Housing webpage.

Both schemes are available for projects starting from 40 homes. A total of €245 million is available, financed by the State, the MRE municipalities, and ASML.

Support for municipalities and housing corporations

In addition to subsidies, Beethoven Housing also offers a support team that assists municipalities in drafting plans, preparing applications, and strengthening implementation capacity. Around the opening of the subsidy desk, webinars and consultation hours will be organized, providing practical information for municipalities and housing corporations.
