Municipalities, water boards, and the Province of North Holland have refined the regional advice for the expansion of the electricity grid in North Holland North.

The advice (pdf) outlines the proposed locations for 2 new 380 kilovolt high-voltage stations and the route of the new connection between Beverwijk-Oostzaan and Middenmeer. Possible landings of offshore wind power are also included. The regional authorities will send the final advice to the Ministry of Climate and Green Growth on Thursday, December 18. 

Refined Components

After discussions with residents, partner authorities, and interest groups, a draft advice was prepared. This was then discussed in municipal councils, general boards of water boards, and Provincial States over the past weeks. Based on this, several adjustments were made.

The regional advice sets stricter conditions. It also includes an urgent call to the national government for careful, transparent, and timely communication and participation in the follow-up process.

An example of stricter conditions is the undergrounding of existing 150 kilovolt connections and continued research into underground options for the 380 kilovolt connection. The region also calls for clearer compensatory measures.

Furthermore, an alternative route for part of the high-voltage mast trajectory has been added, alongside the previously proposed route. This alternative follows the existing above-ground 150 kilovolt connection up to the 150 kilovolt station De Weel and then turns towards Agriport

In recent weeks, we have been in extensive talks with the region, says Deputy Anouk Gielen (Energy). Everyone sees the importance of cooperation in expanding the energy grid. At the same time, the discussions with municipalities, water boards, and residents again highlight how complex this issue is. The province will therefore continue talks with the ministry and TenneT regarding the conditions set in the advice and their fulfillment. 

Next Steps

The Cabinet is expected to make a decision in spring 2026 on the draft preferred decision for the expansion of the power grid. The cabinet will also decide in 2026 on the draft program Connections Landing Offshore Wind, which is also part of the regional advice. Until these draft decisions are prepared, the province will continue to strive to have regional preferences, conditions, and points of attention incorporated as much as possible in these decisions.
