The province is starting the project decision procedure for Wind Farm Waterwolf in Haarlemmermeer-South. The project is in the exploration phase. Residents and other stakeholders can think along about the project in this phase.
After this, the province will make a project decision that determines whether the wind turbines will be built and under what conditions and rules.
The wind farm is planned in the southern part of Haarlemmermeer. The initiative comes from the Wind Coalition Haarlemmermeer-South, a collaboration of local citizens and farmers. The expected total installed capacity of the wind farm is between 30 and 60 megawatts.
Publication Notification
The province of North Holland is the competent authority for this project. With the publication of a Notification of intention project decision and notification of participation, the procedure officially starts. This notification contains information about the project, the investigation into environmental effects, the participation process, and the planning and procedure. The Wind Coalition has created a (financial) participation plan and a draft Scope and Detail Level Note (cNRD) for this purpose.
The province will publish these documents starting from November 3, 2025, along with the notification at www.noord-holland.nl/windinhaarlemmermeer. The cNRD will be available for inspection for 6 weeks upon publication. This marks the start of the exploration phase.
During this period, it will be investigated whether, how, where, and under what conditions wind turbines can be placed. This phase lasts approximately 6 months. The Wind Coalition carries out a participation process and has the necessary environmental studies conducted. The Environmental Services North Sea Canal Area and North Holland North assess these studies on behalf of the province.
Rules of the Municipality of Haarlemmermeer
In 2024 and 2025, the municipality of Haarlemmermeer organized several information meetings and theme sessions for residents and interested parties regarding the plans for the wind farm. From these, rules emerged that have been handed over to the province. The province will take these rules into account in the follow-up process where possible.
Responding to the Plans
The province and the Wind Coalition consider the input from residents and stakeholders important. Thinking along and responding to the plans for Wind Farm Waterwolf can be done in the following ways:
- Walk-in meeting
On Monday, November 10, between 4:00 PM and 8:30 PM, a walk-in meeting will take place at Dorpshuis het Praatpunt in Abbenes (Hoofdweg Oostzijde 1730 Abbenes). Visitors will receive an explanation of the project, the procedure, and the research setup. No registration is required. - Opinion
Responses to the research setup for environmental effects (cNRD) can be submitted via an opinion from November 3 to December 15, 2025, at www.noord-holland.nl/windinhaarlemmermeer - Propose an alternative
It is possible to propose another idea than the plan currently on the table. The province will assess whether the alternative fits within the established frameworks and is feasible. Next Steps in 2026
After the exploration phase, a detailed analysis of the research results and input from residents and businesses will follow. Based on this, the province will prepare a draft project decision. This is expected to happen in the course of 2026. This will state whether the wind farm will be built and under what conditions. Everyone can respond to this again.
