The province of North Holland has received 10 enforcement requests from Mobilisation for the Environment (MOB).
These requests are part of a national action in which MOB submits such requests in all provinces against so-called PAS reporters. Requests have also been submitted in other provinces.
The province understands that this news can cause a lot of unrest and concerns among involved entrepreneurs and other parties. Therefore, the province is handling the requests very carefully. All involved PAS reporters have been personally informed.
What are PAS reporters?
PAS reporters are companies and entrepreneurs who in the past – within the Nitrogen Program Approach (PAS) – have submitted a report, for example during an expansion. At that time, a report of the calculated nitrogen load was sufficient and no permit was required.
However, in 2019, the Council of State ruled that a permit is still required for these activities. This has led to a lot of uncertainty for PAS reporters.
