Appeal

Until September 30, anyone who disagrees with the plans can appeal to the court. After the inspection period ends, or after the court's ruling, the search for a project developer will begin.

The Sustainability Route A35 is an initiative of the municipalities of Enschede, Hengelo, Borne, Almelo, Wierden, and Hellendoorn, the Province of Overijssel, Enexis, and the State to generate sustainable energy along the A35 highway. The project contributes to the energy transition and makes smart use of state and municipal lands along the highway.

From design to final decision

In the autumn of 2024, residents and stakeholders could respond to the draft project decision. A total of 86 opinions were received. Based on these responses, adjustments were made. For instance, four parcels in Enschede and one in Hengelo were removed from the plan. Stricter rules were also included to limit inconvenience for residents due to sunlight reflection.

What does the project decision contain?

The project decision specifies where solar panels may be placed and under what conditions. These conditions will apply to the developer who will construct the solar park. For example, agreements have been made regarding the protection of nature values and water quality: space will be reserved for greenery and water in the project areas.

What happens now?

The project decision is available for public inspection for six weeks. During this period, stakeholders can file an appeal with the court. If no appeal is filed, the decision will become final. 
The installation of the solar panels is expected after 2028.
