The energy transition may be the biggest change of our time. It is not only about energy and climate but also about how we live, work, and move around. It affects the future of our children and grandchildren, and the livability of our province. We want Utrecht to be a place where people can live healthily and comfortably in 2040, 2050, and beyond. How we, as the Province of Utrecht, want to contribute to this over the next four years is described in the new Draft Policy Program Energy Transition 2026-2030 Province of Utrecht. The program will be available for inspection starting September 24.
In recent years, we have built the Energy Transition program and achieved a lot. Homes have been insulated, solar panels installed on roofs, and wind turbines built. More and more companies and social organizations are taking their responsibility. Residents, entrepreneurs, municipalities, knowledge institutions, and social partners work daily on smart solutions. As the Province of Utrecht, we have taken our responsibility and made significant contributions.
Deputy Huib van Essen: “In the 2026-2030 program, we build on our greatest strength: collaboration. By pooling knowledge and resources, taking the lead, and monitoring progress and coherence, we have enabled acceleration. At the same time, we utilize and strengthen initiatives from residents, energy cooperatives, and entrepreneurs. This creates space for an energy transition that not only contributes to combating climate change but also reduces energy poverty. The task remains large and complex: grid congestion limits the possibilities for new sustainable projects, and space in our province is scarce. That is why collective effort is indispensable. Without that effort, we would not be where we are today, and that is precisely why we are charting a course together to advance the energy transition.”
Challenges
The expectation is that the demand for electricity will continue to rise in the coming years. Therefore, we encourage the spread and diversity of necessary green energy. Space in our province is scarce, making choices increasingly difficult. The energy transition is not only about energy and climate but also about how we live, work, and move around. We strive for a transition that both combats climate change and reduces energy poverty, ensuring that Utrecht remains a healthy and livable province in 2040 and 2050.
Available for inspection and submitting opinions
The Draft Policy Program Energy Transition 2026 – 2030 has been set up according to the approach under the Environmental Vision. This means that as many stakeholders and parties as possible have been consulted about their wishes and ideas regarding this policy program. This input has been incorporated into the policy program. Starting Wednesday, September 24, 2025, the Draft Policy Program will be available for inspection for six weeks, and every resident of the province can submit an opinion. The deadline runs until November 4, 2025.
