Construction company Heijmans starts with an innovative energy supply at the IJsseloevers area development in IJsselstein. This solution, developed in cooperation with regional grid operator Stedin and the Province of Utrecht, enables the realization of the IJsseloevers area development in IJsselstein despite current grid congestion limitations.
It concerns a collective heating system and charging of electric cars, combined at one central point in an energy and parking hub behind a single grid connection. This is the first time such a combined energy supply is applied on this scale – for 560 homes. Heijmans, Stedin and the Province of Utrecht have collaborated on this solution over the past year. This allows new homes and charging facilities in IJsselstein to be connected to the grid, which would otherwise not have been possible.
Solution to realize construction project
Deputy Rob van Muilekom: “We are very pleased with this public-private partnership with Heijmans and Stedin. By combining our knowledge, we can ensure that net-conscious construction is possible. Although it is not yet a legal obligation, Heijmans shows with this project that it is possible to continue building and make our energy system future-proof.”
Energy parking hub
Central to the sustainable energy supply are two so-called ‘energy parking hubs’. Local energy generation, buffering and a collective heating supply are combined in and around these buildings. Under the parking hub is a heat buffer and batteries ensure that locally generated solar power can be temporarily stored. By smartly managing these components, peak electricity grid load can be avoided and peak load on the grid is greatly reduced. This approach fits within national developments around net-conscious new construction but is not yet grid-neutral.

With these kinds of innovative market concepts, we can continue to realize more homes with limited load on the electricity grid.”
About IJsseloevers
IJsseloevers in IJsselstein is developed in a province where the electricity grid is under pressure. Therefore, net-conscious building is an important condition here. The Province of Utrecht, municipality of IJsselstein, Stedin and Heijmans have been working together from the start on smart solutions for energy, infrastructure and housing. Construction is expected to start in 2028.
