In and around the province of Utrecht, many national and regional spatial challenges converge. For example, in the areas of water and soil, agriculture, nature, energy, housing, work, accessibility, defense, landscape, and cultural heritage. The provinces attractive central location also creates significant spatial pressure.
On June 10, 2025, the State and the province of Utrecht made agreements about cooperation on these themes. These agreements are recorded in the first Spatial Arrangement State - province of Utrecht, which is updated annually. The arrangement is based on the Spatial Proposal of the province of Utrecht from 2023, which was drawn up at the request of the State.
The First Spatial Arrangement
The following agreements were made in the first arrangement:
- Peatlands as water consumers: The rewetting of the peatlands in the Green Heart and Eemland is included as one of the major water challenges within the recalibration of the Delta Program.
- Strengthening health cluster: The State and province are collaborating to maintain and strengthen the international position of the health cluster in the Utrecht Metropolitan Region. The Metropolitan Region is initiating an Investment Agenda Health Metropolis.
- Long-term exploration: A joint exploration of the spatial-economic development possibilities of Utrecht after 2040 and towards 2100 will take place as part of the Urban Network Netherlands.
- Area-oriented approach east flank Heuvelrug: State tasks and resources in the area on the east flank of the Utrecht Heuvelrug will be bundled. Under the name A(mersfoort) to Z(eist), design research will take place, with specific attention to the integration of Defense tasks.
- Workplace Beautiful Netherlands – Kraag van Utrecht: In this project, design research is conducted on how urgent transitions (such as housing and energy) can be connected with the integral development of the Dutch Water Lines. Spatial quality is the starting point.
