Province of Zeeland is seeking an entrepreneur to become owner via hire purchase and operate the visitor facilities. The tower is expected to be delivered as a shell by the end of 2026.
Currently, the Panorama Tower is being constructed on Panorama Hill in the Hedwige-Prosperpolder nature reserve (East Zeeuws-Vlaanderen). It consists of a radar and observation tower. From the observation tower, with a panoramic terrace on the top floor, visitors enjoy a magnificent view over the nature reserve and the surrounding landscape full of contrasts. You can see mudflats with foraging birds, filling gullies at high tide, wide fields, dikes, and passing ships.
From Restaurant to Accommodation
The observation tower will include an exhibition space, restaurant, and five lodges to warmly welcome visitors, inform them, and provide a unique experience with even the possibility to stay overnight. Province of Zeeland is looking for an enthusiastic entrepreneur to become owner of the observation tower via hire purchase and operate the visitor facilities. The tower will be delivered as a shell. The operator will have the opportunity to furnish it according to their own vision and expense. The inner part of the observation tower is a new radar tower of the Schelde radar chain. This ensures safe shipping traffic on the Western Scheldt. Rijkswaterstaat will own the radar tower.
Registration of Interest
Enthusiastic (hospitality) entrepreneurs with a love for the region who are interested or want to learn more can register as interested parties via the registration of interest form. Province of Zeeland will start a registration of interest from November 4, 2025, running until December 1 at 12:00. During this period, interested parties can ask questions, visit the location, and consider opportunities for exploitation. Entrepreneurs who have registered can then participate in the selection and sales phase.
