The college of allocates tens of millions for addressing the nitrogen problem in Zeeland, the construction and renovation of roads, bridges, and locks, the sustainability of businesses and homes of Zeeland residents, and the availability of freshwater. The proposals are included in the Autumn Memorandum 2025 sent to .

In addition to the Budget 2026, will also approve the Autumn Memorandum 2025 at the end of the year. The Autumn Memorandum presents financial proposals that are supplementary to the budget.

‘The solution to the nitrogen problem is the greatest challenge facing the Province in the coming years,’ writes the college in the Autumn Memorandum 2025. To try to prevent Zeeland from being locked down, therefore allocates 20 million euros for nitrogen measures in the Autumn Memorandum. These are intended to promote nature restoration, reduce nitrogen emissions, monitor the effectiveness of the measures, and lobby in The Hague.

Additional funds are also being allocated for the construction and renovation of infrastructure. No final decision has yet been made regarding the approach to the Deltaweg. However, the college wants to reserve 20 million euros for this, so that the government provides a matching amount. The approach to the Randweg Oud-Vossemeer is about to begin. For the implementation, 6.2 million euros have been allocated, on top of the 3 million that was previously set aside for this. The college also wants to invest 2 million euros in a cycling route between Terneuzen and Sluiskil.

Before the summer, it was decided that Zeeland will receive a Transition Fund starting January 1, 2026, to help businesses in the SME sector become more sustainable. The fund will be filled with 14.3 million euros. Largely (13.5 million euros) comes from the dividend the Province receives as a shareholder of the Zeeland Energy Holding Company (ZEH). A contribution of 1.7 million euros is expected from the government. Ultimately, the Transition Fund Zeeland should have 25 million euros in its account. 

To provide loans to residents of Zeeland who want to make their own homes sustainable or suitable for all stages of life, 10 million euros is available. Additionally, there is a one-time extra allocation of 1.5 million euros for the implementation of the housing deal. For freshwater projects, an additional 10 million euros has been reserved.
