The Provincial Executive has adopted the Agenda Broad Prosperity 2026-2030 for South Holland. With this Agenda, the province clarifies how broad prosperity is given a permanent place in policy, implementation, and cooperation with partners. Broad prosperity concerns the quality of life in all its aspects, such as health, housing, nature, safety, education, economy, and the social environment.
Making Better Choices
Broad prosperity helps in making choices by looking beyond a single topic. In South Holland, major challenges come together, such as housing construction, economy, mobility, climate, and living environment. The Agenda Broad Prosperity shows how the province weighs these themes in conjunction, so that policy contributes to quality of life, now and in the future. The Agenda also describes which instruments help in this, such as the broad prosperity scan, area cases, dialogues, and a serious game. The province thus takes a next step in implementing the coalition agreement.

We see that there are large differences: some residents have all opportunities, others lag behind. Broad Prosperity goes beyond money: health, safety, education, a pleasant living environment, and culture all play a role. Participation in music, theater, or heritage contributes to well-being and connects people. This Agenda helps us to make integral choices and work together on a province where everyone can participate and progress.”
First Steps
In recent times, experience has already been gained with broad prosperity, among others through a pilot in the theme Culture and Heritage. In addition, we have looked at how broad prosperity is doing in South Holland. You can read more about this in the Broad Prosperity Photo 2025. Broad prosperity also increasingly aligns with other policy themes, such as Future-Proof Spatial Developments and targeted economic growth. In the coming years, we will ensure that broad prosperity gets a permanent place in the organization, the P&C cycle, and our way of monitoring.
