The Province of South Holland is investigating where in the regions Holland Rijnland, Midden-Holland and Drechtsteden there is still room for new wind turbines. With this, the province wants to help municipalities generate more sustainable energy and thus prevent power shortages in the future.

From November 4 to December 15, 2025, you can give your opinion here. It is one of the topics in the Draft Revision of the Environmental Policy, on which you can submit a viewpoint. This means that residents and organizations can give their opinion on proposed changes the province wants to make in its environmental policy. For example, about areas for wind turbines, nature or housing development.

Which areas are involved?

In the regions Holland Rijnland, Midden-Holland and Drechtsteden, an environmental impact report (OER) was conducted to investigate which areas are most suitable for wind energy. This included looking at the preferences of the involved municipalities, the impact on the living environment, the effects on nature, and the effects on the landscape. From this, technically best-rated search areas emerged. These areas are included in the provinces environmental vision and receive a development status. This means the province, together with the regions, looks at how these areas can be further developed into concrete locations for wind turbines.

The map with these proposed areas and an explanation can be found in the proposed Environmental Vision (opens in a new window) from paragraph 3.1.1, and in the proposed Environmental Program (opens in a new window) from paragraph 3.1.1.1. The Environmental Impact Report (OER), which among other things looked at the possibilities for wind energy, can be found in the Environmental Impact Report (OER) (opens in a new window), in chapter 10.

Why is wind energy so important?

South Holland will grow strongly in the coming years. And with that, the demand for sustainable energy. New homes, businesses, offices, schools and facilities will be added. This requires a lot of electricity. Wind energy helps to meet that growing energy demand with power we generate ourselves. Green electricity is clean and makes us less dependent on fossil fuels and energy from abroad. South Holland regions have agreed to each contribute to the generation of sustainable energy (RES goals).

Responding

For 6 weeks from November 4, everyone can digitally or in writing submit a viewpoint on the 2025 Environmental Policy Revision.
The province processes the responses and answers all viewpoints at once in a Response Note. In the summer of 2026, the Provincial States - the democratically elected parliament of the province - will adopt the revision.

More information can be found on the environmental policy revisions page.
