The council proposal will be discussed on Tuesday, April 1, by the Environment Committee. On Tuesday, April 15, the council will make the decision during the council meeting.
Green Integration
The project for sound and sight-reducing measures at Vlietland consists of a total of 4 trace sections: trace sections 1, 2, and 3 are located in the recreational area Vlietland, which is owned by the province. Trace section 4 is located on the territory of Staatsbosbeheer.
The provinces application for trace section 4 dates from December 2023. With the construction of this part of the sound and sight-reducing measures along the national road A4, traffic noise for visitors to the Vogelplas Starrevaart will be reduced. The measure, which consists of a sound barrier with planting, benefits the area. Thus, the sound barrier, fully in line with the area, receives a green integration; this looks pleasant for visitors and promotes the biodiversity of nature in the area.
Involved Parties
The exact position of the sound barrier has been determined in close consultation with Staatsbosbeheer. And also with Gasunie and the Hoogheemraadschap of Rijnland, due to its location in relation to the gas pipeline and the waterway.
In mid-2024, it was decided with the involved representatives of Vogelplas Starrevaart to ultimately place the sound barrier closer to the national road, thus deviating slightly from the original position and height (0.5 meters) as proposed in the permit application. Since the municipality of Leidschendam-Voorburg had not yet processed the permit application from 2023, the province was given the opportunity by the municipality to submit new drawings and a new spatial justification.
Statement of No Objections
In the autumn of 2024, the province submitted all final documents for the permit application of trace section 4. These are now on the agenda for the upcoming committee and council meeting on April 1 and April 15, 2025, respectively. We trust that the statement of no objections will be issued so that we can start preparations for the construction of the sound barrier in trace section 4.
The construction is expected to start after the breeding season in the autumn of 2026. By March 1, 2027, the barrier must be in place. After about 3 years, it will be fully grown.
