Within the South Holland Rural Area Program (ZH-PLG), an important step has been taken towards a vital rural area. In the 16 subregions into which South Holland is divided, area plans have been developed by stakeholders for nature and agriculture, farmers, water boards, municipalities, and the province itself. These plans form the basis for further cooperation and strengthening of the areas.
The first area plans were submitted in November, and the last plans are expected before Christmas. This is an important milestone for the ZH-PLG, and we are very proud of it. Especially considering that the National Program has stopped, say the involved deputies Anne Koning, Mariëtte van Leeuwen, Aad Straathof, and Arne Weverling. Earlier this year, 190 million euros from the national government were distributed over projects contributing to a vital rural area.
Appreciation for Efforts
We would like to express our appreciation for the efforts of all area partners with whom we have worked intensively. The area plans contain measures that help the areas take the next steps in water, climate, nature, and nitrogen management.
Analyzing Area Plans
The province will analyze the area plans in the coming months. By the end of March, it will be known to what extent the plans contribute to the goals for the rural area. Based on this analysis – also called the second measurement moment – the Provincial States will decide how the province will proceed with the area-oriented approach or if a more generic approach is needed for a vital rural area.
Funding New Projects
In the second half of 2026, the province aims to make a decision about financing new projects from the area plans. For this, South Holland depends on how much funding is available. As the coordinating deputy for ZH-PLG and Finance, I will work extra hard on this, also with the national government, says Van Leeuwen. In the meantime, we continue to work with the area partners, as a partner and sometimes as an area authority.
