10 Percent Fewer Homes Created from Transformations in 2024
In 2024, fewer homes were created through transformations of existing buildings, with a 10 percent decrease compared to 2023. Rotterdam leads in housing transformations.
In 2024, 7,900 homes were created from modifications of, for example, offices and shops. This was 10 percent fewer than in 2023. The two years prior also saw fewer housing transformations. Rotterdam has the most housing transformations, nearly 12 percent of the national total. This is based on research by Statistics Netherlands (CBS), at the request of the Ministry of Housing and Spatial Planning (VRO).
Of all homes added annually, 9 percent were created through conversion, or transformation of existing buildings. New construction remains the main factor for housing stock growth; in 2024, this was 69,000 homes.
A preliminary estimate shows that in the first half of 2025, 2,900 homes from transformations were added.
Halving of Housing Transformations in North Holland
In 2024, there were 955 housing transformations in North Holland, 51 percent fewer than a year earlier. Especially in Amsterdam, fewer buildings were converted into homes. While in 2023, 13 percent of the national number of housing transformations were in Amsterdam, this was only 3 percent in 2024.
In Rotterdam, the number of housing transformations is higher: nearly 12 percent (925 housing transformations) of the national total is in Rotterdam. South Holland is the leader with 1,970 housing transformations, followed by North Brabant with 1,320 housing transformations. In the municipality of Utrecht, there were slightly more housing transformations, 165 compared to 120 in 2023. In The Hague, there were 180 compared to 300 a year earlier.
Fewer Homes in Former Shops
More offices are being converted into homes, while the number of homes in former shops is decreasing. Last year, 2,800 homes were added in former offices, an increase of 11 percent. The number of homes in former shops almost halved, down to 1,200. Per shop building, fewer homes were delivered: on average 2.5 homes per shop building, compared to 4.1 homes per shop building in 2023.
