Number of self-employed without personnel (zzp) decreased by 62 thousand in 2025
In the first quarter of 2025, the number of self-employed without personnel (zzp) decreased, partly due to stricter enforcement on false self-employment. This resulted in a decline of 62 thousand zzp in that year.
In the first quarter of 2025, the number of self-employed without personnel (zzp) decreased for the first time in years, and this continued throughout the year. From January 1, 2025, stricter enforcement on false self-employment was implemented by the Tax Authorities. The number of zzp decreased by 62 thousand in 2025. In the first half of the year, this was mainly because relatively many zzp became employees. In the second half of the year, fewer people started as zzp than before. This is evident from new figures from Statistics Netherlands (CBS). Over the past decades, the number of 15- to 75-year-olds with a main job as self-employed without personnel (zzp) steadily increased, to almost 1.3 million in the fourth quarter of 2024. In ten years, 370 thousand zzp offering their own labor were added. The number of zzp selling products – such as bakers and butchers – is smaller and changes less.
