Almost a third of healthcare working time is spent on administration
Employees in health and social care spend a significant part of their working time on administration, especially in youth care.
Employees in health and social care spent nearly half of their time in the second quarter of 2025 providing care or support to clients. On average, they spend 31 percent of their working time on administration, such as reporting and registration. This is highest in youth care. This emerges from recent figures from the employee survey conducted by Statistics Netherlands (CBS) for the Labour Market Care and Welfare (AZW) research program.
In the past five years, the time employees in care and welfare spend on reporting and registration has hardly changed. In the second quarter of 2021, it was on average 30 percent of working time. The time they devote to care has also remained almost the same.

Administration in client-related professions mainly concerns care reporting
Of the 1.5 million employees in health and social care, 78 percent work in direct care or in the support or guidance of patients and clients: the client-related professions. These include (specialized) nurses and caregivers, but also group and residential counselors. Administration here mainly involves care reporting (19 percent).
In non-client-related professions, administration mainly involves registering information about the organization (25 percent). Employees in client-related professions spend less time on reporting and registering than their colleagues in non-client-related professions: 30 percent versus 33 percent.

More administration, more frequent high workload
More than 44 percent of employees in client-related professions report experiencing a high or very high workload. Of the employees who spend more than average time on administration, 50 percent experience a high workload.
Among employees in non-client-related professions, 30 percent experience a high or very high workload. If they spend above-average time on administration, they also more often report having a (very) high workload (34 percent).
Most administration time in youth care
In client-related professions, employees in youth care spend the most time on administration at 38 percent, followed by general practitioners and health centers, and hospitals and other medical specialist care (both 36 percent). In childcare, this is the lowest at 26 percent.
