About two-thirds of rental homes are owned by housing corporations. The rents of social rental homes increase on average by 5.1 percent with these landlords, which is lower than in 2024 (an average of 5.6 percent). Social rental homes from other landlords rose in July 2025 by 4.7 percent, less in rental price than those of housing corporations.
The rents of private sector homes rose this year by 4.4 percent. This is also lower than in 2024, when these rents rose by 5.0 percent. The net rent price at the start of the rental contract determines whether a home is a private sector home .
When a rental home gets a new resident, the rent may increase more than the maximum allowed regular rent increase. The average rent increase is also lower when tenant changes are not taken into account, namely 4.1 percent. The effect of tenant changes is similar to 2024 at 0.8 percentage points.
Of the four major cities, rents, like in 2024, rise the most in Rotterdam by 5.3 percent. Here, the influence of tenant changes is the largest. Without this effect, the increase in Rotterdam is 4.1 percent. Of the four major cities, rents rise the least in The Hague, with 4.6 percent; excluding tenant changes, rents in The Hague rise by 3.9 percent.
The provinces where rents rose the most were Flevoland and Drenthe. Here, the average rent increase is 5.2 percent. Tenant changes have the greatest effect in Drenthe (1.1 percentage points). In Flevoland, the effect of tenant changes is 0.8 percentage points. Of all provinces, rents rise the least in Limburg, with 4.5 percent.
