In December 2025, consumer goods and services were 2.8 percent more expensive than a year earlier, reports the Central Bureau of Statistics (CBS). In November, inflation was 2.9 percent. The price development of a stay in a bungalow park contributed most to the decline in inflation. The inflation figure for December is the same as the quick estimate published on January 7.
Inflation is measured monthly as the development of the consumer price index (CPI) compared to the same month in the previous year. The CPI also provides insight into price developments compared to the previous month. Prices of consumer goods and services in December were almost at the same level as in November.
With the December figure, the inflation of 2025 is also known. Consumer goods and services were 3.3 percent more expensive in the past year than in 2024. More details here.
Downward effect due to prices of stays in bungalow parks and motor fuels
The price development of a stay in a bungalow park contributed most to the decline in inflation. In December 2025, a stay in bungalow parks was 4.5 percent cheaper than in the same month the year before; in November, the price decrease was 0.3 percent. The price development of motor fuels also had a downward effect on inflation development.

Short-term price developments
Compared to November, consumer prices in December remained almost the same. A caveat when comparing two different months in the year is that seasonal influences must be taken into account. For example, clothing is cheaper during sales. Prices are temporarily lower then, but this is not a structural price decrease.
Inflation in the eurozone decreases
The CBS publishes two different inflation figures. One based on the consumer price index (CPI) and one based on the European harmonized consumer price index (HICP). Consumer goods and services in the Netherlands were 2.5 percent more expensive in December than in the same month last year according to the HICP. In November, inflation according to the HICP was 2.6 percent. Inflation in the eurozone decreased from 2.1 percent in November to 2.0 percent in December.

Inflation in the eurozone was lower in December 2025 than in the Netherlands. In the eurozone, energy prices fell more on a yearly basis than in the Netherlands. In addition, price increases for industrial goods, food, beverages, tobacco, and services in December were higher in the Netherlands than the eurozone average.

Difference between CPI and HICP
To compare inflation between countries, EU member states calculate a consumer price index according to internationally agreed definitions and methods. The European Central Bank uses the HICP for monetary policy in the eurozone. Most countries also have their own national price index.
The main difference between the CPI and the HICP for the Netherlands is that the HICP, unlike the CPI, does not take into account the costs of living in ones own home. In the CPI, these costs are calculated based on the development of housing rents. However, this is not the only difference. These differences are further explained in the long research description.
Announcement: new CPI base year from 2026
From 2026, the CPI and HICP will switch to a new base year, from 2015=100 to 2025=100. Previously published inflation figures will not be revised. The transition also includes an update of the classification of goods and services used, better matching changed consumption patterns. Moreover, from 2026 the CPI will align more closely with the HICP. The first results according to the new series with reference year 2025 will be published on February 4, 2026.
