Inflation in October 3.1 Percent in Quick Estimate

Short-term price developments

In the quick estimate, consumer prices rose by 0.3 percent in October compared to September. A caveat when comparing two different months in the year is that seasonal influences must be taken into account. For example, airfares are more expensive in holiday months than in other months. Prices are temporarily higher then, but this is not a structural price increase.

Price developments by product groups

The quick estimate also includes the price development of several product groups. These are aggregates of expenditure categories on a particular theme, such as all services. On November 11, the price development of all CPI categories will be published.

September 2025

Quick estimate HICP

CBS publishes two different inflation figures. One based on the Consumer Price Index (CPI) and one based on the European Harmonized Consumer Price Index (HICP). The quick estimate of inflation in the Netherlands according to the HICP was 3.0 percent in October. In September, inflation according to the HICP was also 3.0 percent.

The main difference between the CPI and the HICP for the Netherlands is that the HICP does not take into account the costs of living in owner-occupied housing. In the CPI, these costs are calculated based on the development of housing rents. There are other differences as well, which are explained in differences between consumer price figures.

Announcement: new CPI base year from 2026

From 2026, the CPI and HICP will switch to a new base year, from 2015=100 to 2025=100. Previously published inflation figures will not be revised. The transition will also include an update of the classification of goods and services used, which better aligns with changed consumption patterns. Moreover, from 2026 the CPI will more closely align with the HICP. The first results according to the new series with reference year 2025 will be published in early February 2026.
