Municipalities can apply for financial support for projects for (ex-)detained citizens. The Ministry of Justice and Security makes € 4.4 million available to municipalities annually through the Contribution Scheme Living & Working.
This contribution scheme is intended as an incentive to realize the joint social ambition of the VNG, probation organizations, and the Judicial Institutions Service (DJI) to support (ex-)detained individuals in a successful reintegration into society. The contributions are distributed based on the release figures of detainees per municipality. It is up to the municipality itself to submit an application alone or together with another municipality. From November 1 to December 15, 2025, applications can be submitted electronically to the Project Bureau DJI. The application form can be requested via: Projectenbureau.DJI@dji.minjus.nl.
