In the 8th annual report on the follow-up of the recommendations from the Dutch Safety Board (Onderzoeksraad), the Human Environment and Transport Inspectorate (ILT) addresses the outstanding recommendations after a collision involving a cherry picker at a level crossing in Dalfsen in 2016.
As the 8th annual report shows, there is still 1 outstanding recommendation for the railway accident in Dalfsen: Instructions for level crossing users in exceptional situations, such as with extra long or slow vehicles. The ILT is positive about the steps ProRail has taken to follow up on this recommendation.
ProRail has developed a procedure for crossing a level crossing in exceptional situations and has made clear what is needed to ensure its effectiveness. The communication plan that gives shape to this clearly looks at the different target groups and the amount of communication needed.
With this, the inspection also closes recommendation 3. All recommendations following the railway accident in Dalfsen are now concluded.
Role of ILT
The ILT monitors the recommendations of the Dutch Safety Board. The inspectorate reports annually on the follow-up of these recommendations to the Dutch Safety Board. This is a legal task of the inspectorate. In the next annual report, the ILT will inform the Dutch Safety Board about the recommendations in the research report Railway Accident Voorschoten published on May 15, 2024. The Dutch Safety Board provides 5 recommendations in that report.
