The Human Environment and Transport Inspectorate (ILT) is working to strengthen its roles as an aviation authority. By amending the Organization and Mandate Decision, the ILT is now officially authorized to sign documents as the ILT Aviation Authority on behalf of the Minister of Infrastructure and Water Management. This marks an important step in improving its visibility and recognizability within the aviation sector.
Official Name Change
In the past year, the ILT has already used the name ILT Aviation Authority in reports, such as enforcement reports and the State of Aviation. With the amendment of the Organization and Mandate Decision, the name change is now official, and the ILT can also sign decisions as the ILT Aviation Authority. The Organization and Mandate Decision has been published in the Official Gazette.
Broader Strengthening
The name change fits into a broader strengthening of aviation tasks within the ILT, as announced in the Aviation Note 2020-2050: “The government takes the lead in strengthening the Dutch aviation safety system.” In 2024, the ILT appointed a Director of the Aviation Authority. The ILT Aviation Authority is also bringing outsourced certification aviation tasks back to the ILT.
Recognizable
In 2005, the then Dutch Aviation Authority merged into the then Inspectorate of Traffic and Water Management, now the Human Environment and Transport Inspectorate. Research by TwijnstraGudde commissioned by the Ministry of Infrastructure and Water Management and the ILT showed that the Netherlands, unlike many other countries, did not have a clear aviation authority. A more recognizable positioning of the aviation authority contributes to the execution of authority tasks and ensures better findability for stakeholders and citizens.
