In the first half of the 2025 usage year, Schiphol is not exceeding any norms for the maximum number of flights, emissions of air pollutants, noise, and safety for the environment. However, the aviation authority of the Human Environment and Transport Inspectorate (ILT Aviation Authority) reports that the noise capacity at 2 enforcement points has already been consumed by more than 50% halfway through the usage year.

In 3 cases, the departure route for the night was deviated from without valid reason. The relevant airlines received a warning letter for this. The actual number of flight movements for the day (53%) is above the forecast. Regarding the unauthorized use of auxiliary engines, the ILT Aviation Authority notes that compliance is improving. However, the ILT Aviation Authority has proceeded to collect a previously imposed penalty from KLM and Delta Air Lines. British Airways and Pegasus Airlines received a warning from the aviation authority. This is stated in the half-year report on environment and external safety at Schiphol that Minister Tieman (Infrastructure and Water Management) sent to the House of Representatives.

Airport Traffic Decision Schiphol

For Schiphol, norms and rules are laid out in the Airport Traffic Decision Schiphol (LVB). The ILT Aviation Authority ensures that Schiphol, Air Traffic Control the Netherlands (LVNL), and the airlines using Schiphol comply with these norms and rules.

Anticipatory Enforcement

On ministerial directive the ILT Aviation Authority enforces anticipatorily on the New Norms and Enforcement System (NNHS), as laid out in the draft amendment to the LVB. The aviation authority will assess at the end of the usage year whether enforcement points have been exceeded. If an exceeding at an enforcement point is due to flying according to the NNHS, then the ILT Aviation Authority cannot take enforcement action.

Solar Panel Park Polderbaan

In early 2025, a safety risk arose during landings at the Polderbaan due to reflections from an adjacent solar panel park. The Polderbaan was temporarily closed for part of the day, and flight traffic was redirected to other runways. This had implications for the noise load at the enforcement points at those other runways. LVNL records the unusual runway usage and reports this to the ILT Aviation Authority. At the end of this usage year, the definitive effect on the noise load can be determined.

Route Usage

Captains of jet aircraft must ensure that the aircraft remains within a departure or approach route and above a minimum flight altitude. Captains may only deviate from this for safety reasons or after instruction from LVNL. The ILT Aviation Authority sent warning letters to 3 airlines for deviating from departure routes for the night without valid reason. LVNL did not violate the route usage rules applicable to them.

Realized Flight Movements

The actual number of flight movements for the day is 53% above the predicted number. The actual number of flight movements for the night remains 31% below the usage forecast. Compared to the first 6 months of usage year 2024, the number of flights has increased by 2% for both the entire day and the night.
