A skipper who was sentenced to 3 weeks in prison and 3 weeks on probation for operating with a false boating license has again gone astray. The ILT imposed a penalty order on the skipper on April 18 aimed at preventing the man from going astray again.
Two months after his previous conviction, the man was caught again on February 11 with a false boating license. The German Water Police checked a ship and doubted the authenticity of the boating license. Inquiry with the Dutch CBR/CCV revealed that the “skipper” was only qualified as a deckhand and showed a false boating license.
Captain
When this information became known to the police and the Human Environment and Transport Inspectorate (ILT), the Police Unit National Expertise and Operations (LX) in the Netherlands conducted an inspection on the ship. It was established that the person with the false boating license was acting as captain on board.
During the inspection of the ship, several violations of the Inland Navigation Act were also found. There was a shortage of crew members on board, a crew member was underqualified, and the logbook was not recorded according to the instructions.
Penalty Order
The police are preparing a fine report for the violations in December and February of the Inland Navigation Act; the judge will consider criminal prosecution of the so-called skipper later this year. Meanwhile, the ILT has imposed a penalty order. If the man operates again without a boating license, fails to meet the minimum crew requirement on board, or does not correctly record the logbook regarding the crew, he will incur a penalty of €1000 to several tens of thousands of euros per day. With this, the ILT hopes that the recidivist will not reoffend.
