The Housing Corporations Authority (Aw) publishes the supervision report WSW 2024. This report describes the conclusions regarding the supervision of the Social Housing Guarantee Fund (WSW). The Aw has been supervising WSW since 2016.
The Aw concludes that WSW has sufficiently complied with Policy Rules I to III. Regarding sound management, the Aw recommends improvements. The Aw assesses the integrity of the management as sufficient.
What does the Aw supervise?
The Aw continuously supervises WSW and reports the main findings in the annual supervision report. The supervision focuses, as laid down in the Housing Act, on Policy Rules I to III and a sound and integral management of WSW.
Policy Rule I concerns the adequacy of the risk capital. In other words: Does WSW have sufficient resources available to cover the interest and repayments of loans from distressed corporations? The Aw concludes that Policy Rule I was sufficiently complied with in 2024.
Policy Rule II outlines the conditions for the provision of guarantees for loans from corporations. The Aw concludes that Policy Rule II was sufficiently complied with in 2024.
Policy Rule III stipulates how the information provision from WSW is directed towards the State and municipalities. The State and municipalities are addressed when WSW lacks sufficient capital to assist corporations with financial problems. The Aw concludes that Policy Rule III was sufficiently complied with in 2024.
In terms of sound and integral management, the Aw assesses the design and quality of the executive processes, the administrative and internal organization of WSW. The Aw also looks at the design and quality of the information provision and communication. The Aw recommends improvements in the area of sound management. The Aw assesses the integrity of the management as sufficient.
