Demand: 10 years imprisonment and TBS for livestreaming child abuse Philippines

The Child Pornography and Child Sex Tourism Enforcement Team (TBKK) of the Police Unit Investigation and Interventions traced the man in February 2025 through information from a U.S. investigation. In that investigation, the U.S. police identified a male Skype user who was in contact with the female Skype user ‘Ysabel’. At his request, she allegedly performed explicit sexual acts on her own minor daughter in exchange for money in front of the camera. The Skype user, who turned out to be the man from Ter Aar, also recorded this.

Payments

The TBKK immediately started an investigation into the man under the leadership of the National Public Prosecutors Office. The seized financial data showed that between January 5, 2018, and August 13, 2024, there were 502 payments totaling €15,832.26, which are suspected to be linked to sexual contact via video connection. On May 8, 2025, the police arrested the man and searched his home. His devices showed that the initial information was only the tip of the iceberg.

The man not only had Skype contact with ‘facilitator’ Ysabel about sexually abusing very young Filipino girls, but he also had such contacts with 11 other ‘facilitators’ in the Philippines. Facilitators are persons who facilitate live sex shows with Filipino children on order from Western men. Often, these are family members of the victim. The stored conversations with the facilitators show that the suspect gave coercive instructions about the abuse he wanted to see.

10-year-old girls

These conversations also make clear that he specifically targeted 10-year-old girls or younger. According to the public prosecutor of the National Public Prosecutors Office, the suspects instructions were ruthless. Even if the mother indicated that penetration with various objects did not succeed or if a child was in pain, he insisted. After all, he had paid for it. The chats show that the suspect was involved in this for years. Between June 2020 and March 2025, he had conversations with various facilitators and ordered dozens of sex shows with children.

“Although the suspect himself says he did not know it was illegal and that he does no harm, it is clear that his behavior has caused unimaginable suffering to his victims. Little girls forced to appear naked in front of the camera and to insert various objects because a rich white man from distant Netherlands pays for this and gets a thrill from it? The suspect has marked these children for life,” said the public prosecutor.

Over 3150 images

Because the suspect sometimes also recorded the livestreams, he is also prosecuted for producing child pornography. A total of 3,158 child pornographic and 399 animal pornographic images were found.

The public prosecutor also asked the court to award damages to two identified Filipino victims.

The court will give its verdict in two weeks.
