Speeding drivers cause more accidents and are therefore a danger to themselves and others on the road. Between the Zoetermeer and Nootdorp exits, an average of 76 accidents per year have been registered over the past five years. Therefore, the Public Prosecution Service (Parket CVOM) is introducing a new average speed check on the A12 between Zoetermeer and Nootdorp. The new system will be activated on January 13, 2026. Rijkswaterstaat and the Public Prosecution Service aim to increase traffic safety and reduce the chance of accidents.
Motorists on the A12 from Zoetermeer towards Nootdorp are now registered between kilometer markers 11.3 and 8.9. If the measured speed is too high, the vehicle owner will receive a fine. The system in the other direction of the A12 is not yet activated; the Public Prosecution Service expects to enable this control during 2026.
Increasingly busy
The road is getting busier. During the test phase of the average speed check, at least 100,000 cars passed per day in just one direction. Thousands of them were speeding. Additionally, this part of the A12 is quite complex. Near Zoetermeer, the road narrows from four to three lanes and then an on-ramp follows. If drivers speed there, they take a great risk and increase the chance of serious accidents. Now that the average speed check is activated, this behavior will be stopped. Besides traffic safety, the system also has another positive effect: traffic flow improves. This is also very important on the busy A12.
Day and night
An average speed check registers speed over a longer distance. Speed is not measured at one point but is the average speed between two measuring points. The average speed control system will enforce 24/7. Those who speed will be fined both day and night, including weekends. There are a total of 63 average speed control systems on Dutch roads, spread over 31 locations. This makes the average speed check a supplement to existing traffic enforcement tools such as speed cameras and police controls.
