The Public Prosecution Service (OM) in Northern Netherlands considers a TBS treatment with compulsory care necessary for a man originating from Syria. The OM finds that this 35-year-old man is not accountable for his actions during a violent incident on January 3, 2025, on a reception boat for asylum seekers in the city of Groningen. There, he attempted to stab three officers with a knife. The officers were able to prevent this by repeatedly stepping back or dodging.
Based on the file, it has been established that the suspect repeatedly waved a knife in the direction of officers and approached them with the knife. The use of a stun gun by the police initially did not stop the suspect.
Overpowering
Due to the danger that arose and to be able to arrest the suspect, the police fired multiple shots. A service dog was also deployed. The officers were eventually able to overpower the suspect. He was then transported to the hospital injured. As is customary with police use of weapons where people are hit, the National Police Internal Investigations Department conducted an investigation. That investigation has been completed. It shows that the police action was lawful. (link to previous press release)
Threatening
The man is not only suspected of attempted manslaughter on three officers. The public prosecutor has also charged him with threatening other officers and bystanders, including residents and staff.
Not accountable
The suspect was examined by a psychiatrist and a psychologist. They advise declaring the man not accountable. The suspect appeared confused and barely responded to the officers. He also spoke nonsense. “At that moment he lived in a parallel reality and believed he was fighting demons,” says the public prosecutor at the court in Groningen. “These delusions led to the offenses. The OM is convinced that he acted entirely from the psychotic disorder.” Therefore, the suspect is not punishable and should be released from all prosecution.
Treatment
The OM finds that given his personality and the risks he poses, a TBS measure with compulsory care is appropriate. According to the OM, despite the suspect’s foreign status, this is the only option to ensure society’s safety.
The court will give its verdict in this case on December 11.
