The Public Prosecution Service (OM) today demanded a prison sentence of four years and TBS with compulsory treatment against a 21-year-old man for multiple rapes and sexual assaults. It concerns ten offenses with a total of nine victims, two of whom are minors. The man denies the charges, but the OM finds his statements unbelievable and states that the impact on the victims is very significant.

According to the OM, the suspect approached young women on the street, at stations, in shops, or on public transport. He then took them to restaurants or a cinema, where he lured them to the toilet under a pretext. There, he locked the door and blocked it, after which he forced sexual acts against their will. Additionally, he asked some victims for money and threatened them. Multiple reports and statements depict a consistent pattern. In one case, CCTV footage supports the suspicion. The offenses are said to have been committed between 2021 and 2024.

Damaged for life 

The OM emphasizes the severe consequences for the victims. “They were mentally and physically unable to resist. The suspect has severely crossed their boundaries. He has violated their physical and mental integrity to a serious extent and damaged them for life,” said the public prosecutor. “The suspect denies, but his statements find no support in the file.”  

Given the seriousness of the committed offenses and the large number of offenses for which the suspect is being prosecuted, the public prosecutor believes that an unconditional prison sentence is appropriate. Furthermore, it is clear to the OM that the suspect needs to be treated. 

Safety for others

Behavioral research shows that the suspect has been diagnosed with ADHD, cognitive impairments, and a threatened personality development - with antisocial and narcissistic traits. Researchers see an above-average risk of recidivism and advise applying adult criminal law.

Reports further indicate that the safety of others requires the imposition of the TBS measure with compulsory treatment. The OM adopts this advice. “If the suspect is released on the street without treatment, there is a danger that he will commit similar offenses again. A less stringent framework is not possible,” said the public prosecutor.

The prosecutor also finds it appropriate to impose a five-year contact ban with all victims on the suspect, both directly and indirectly. Additionally, the public prosecutor requests the court that the suspect serve a conditional sentence of one week because he committed one or more offenses while he was on probation for a violation.

The court is expected to make a ruling later this month.
