Overview of the New Policy in the KEV 2025
In this background document, we provide overviews and explanations of all new policy instruments and policy changes considered in the Climate and Energy Outlook 2025 (KEV) compared to the KEV 2024. In a so-called factsheet, a description is provided for each policy instrument, as well as an explanation of whether and how the instrument has been included in the KEV calculations. For each instrument, we indicate how it is categorized by policy category:
- established policy,
- proposed policy,
- agended policy, and
- not included policy.
Additionally, the policy instruments are categorized by forecast: baseline or supplementary policy.
