Municipality File
The reference consumption of all homes in the Netherlands is available in a data file for each municipality, the ‘municipality file: key figures to estimate the heat consumption of homes’.

The municipality file uses the best possible information and key figures to estimate heat consumption based on publicly accessible information. Users of the municipality file can modify the information and key figures if they have better information, want to select groups of homes, or want to gain insight into the effect of sustainability measures.
Background Report
The background report describes how the method has changed compared to the original Reference Consumption study from 2023. The background report outlines the methodological improvements; the underlying data used for the calculations has remained the same.

The leaflet and manual explain where the reference consumption can be applied and how the municipality file can be used.
