In early December, a field test was conducted with the water cannon and the tear water. This test aimed to determine the effects of the tear water on those it is used against. The result is that the water cannon with tear water is very effective in averting immediate danger. The pilots will start on December 25, 2025, and will last two years.
Deployment of Water Cannon
The police leadership has received permission from the minister to start these pilots and places great importance on this due to the safety of its personnel. The decision to actually deploy a water cannon with a tear-inducing substance lies with the mayor. There is a dual approval process. This means the mayor can decide to grant permission for the use of the water cannon, but additionally, separate approval is always required to add a tear-inducing substance to the water cannon. This only occurs during serious public order disturbances where the pressure on riot police officers is high. The police leadership therefore finds it important that this tool can be used in these situations.
The choice to use tear water is subject to strict conditions. Tear water may only be used in cases of immediate danger, risk of serious bodily injury, or worse. The purpose of the tool is to stop larger groups from, for example, throwing heavy illegal fireworks and to disperse the group. Stopping dangerous situations is the top priority. The deployment of the water cannon with tear water makes it possible to create distance. This is safer for police officers and bystanders but also results in less injury to the persons against whom it is used (because otherwise, other force means would be used).
Pepper Spray
The riot police also have regular pepper spray. Earlier, the minister agreed that the mobile unit would receive larger cans of pepper spray. These will be available during the upcoming New Years Eve.
