In Southern Netherlands (Zeeland, North Brabant, and Limburg), the MONO enforcement action is being carried out in 2025, aimed at combating distraction in traffic. In addition to regular daily checks, police teams will conduct 21 special action days. The provinces of Zeeland, North Brabant, and Limburg support this action to improve road safety.
Distraction remains an underestimated risk
When using a smartphone while driving, the risk of a traffic accident is 2.5 times greater. Nevertheless, many road users, consciously or unconsciously, still pick up their phone while driving. We are far from finished with our mission, said a police spokesperson. Every violation we detect is a moment when road safety is at stake. That is precisely why we continue this action.
Enforcement action in numbers
In the first half of the year, 1,312 fines were issued during the action days for holding a phone while driving. 860 of the offenders were spotted from the enforcement bus. From this special coach, the police observe traffic from above, making it easier to see smartphone use. The other 452 offenders were captured by the MONOcam. This camera is located on top of a viaduct and automatically recognizes drivers holding a smartphone or other electronic device.
New enforcement tool aimed at distraction: the focus flash
In addition to the enforcement bus and the MONOcam, a third enforcement tool aimed at distraction will be deployed year-round: the focus flash. This flash is located at the roadside and can determine whether drivers are holding a smartphone. For each focus flash, two to six locations are selected, where the flash will remain for about two months. This increases the chance of detection.
Continuation of the action
In the coming period, 11 more action days are planned, spread across Limburg, North Brabant, and Zeeland, with extra attention paid to the dangers of distraction in traffic. Road safety is a shared responsibility, emphasizes the spokesperson. Every road user can contribute by consciously choosing to focus entirely while driving. Together we can structurally reduce the number of traffic casualties in Southern Netherlands.
