Rijkswaterstaat is widening the A9 between the Badhoevedorp and Holendrecht junctions, part of the Schiphol-Amsterdam-Almere road expansion. Due to a combination of factors, delays have occurred in the construction of the sunken section in Amstelveen.
The renewed A9 (including additional lanes) will therefore open in 2028, and the final delivery of the entire project shifts to mid-2029. The House of Representatives was informed about this on January 13, 2026, via the MIRT letter .
Causes of Delay
Rijkswaterstaat previously took measures to limit delays in the work on the sunken section in Amstelveen, but more time is still needed to complete the work safely and properly.
The main cause of the delay is the lack of construction space, causing machines and construction traffic to frequently stop and be rescheduled. Combined with changed legislation and shortages of materials, equipment, and skilled workers, this leads to major logistical challenges and longer lead times.
Furthermore, more old foundations and road remains were found in the ground than expected, which took extra time. Finally, many (maintenance) projects in the region limit the possibilities to close the A9 or crossing roads, although this is sometimes necessary for safety.
What Does This Mean for the Schedule?
Due to the delay, the opening of the sunken section for traffic on the A9 shifts from the end of 2027 to 2028. In 2028, the renewed A9 between the Badhoevedorp and Holendrecht junctions (including extra lanes) will also open. The final construction of surrounding and crossing roads shifts from 2028 to 2029, including the Bomenbrug for pedestrians and cyclists and the planting of trees and shrubs in Amstelveen.
The delay does not affect the road expansion of the A9 in other parts of the project, such as the eastern part in the municipality of Ouder-Amstel, and the western part in the municipality of Haarlemmermeer and the Amsterdam forest. This schedule remains unchanged:
- The widening of the A9 between the Badhoevedorp junction and the viaduct east of the Schiphol bridge will be completed in summer 2026. The Schiphol bridge remains closed for tall shipping until the first quarter of 2027.
- The widening between the viaduct over the Beneluxbaan and the bridge over the Amstel will be completed by the end of 2026.
- The widening of the A9 between the bridge over the Amstel and the Holendrecht junction will be completed in spring 2026. The reversible lane will also partially open in 2026, namely for traffic during the evening rush hour towards Almere.
Schiphol-Amsterdam-Almere Road Expansion
The A9 Badhoevedorp-Holendrecht project is the final project of the Schiphol-Amsterdam-Almere (SAA) road expansion program. Due to the delay in the A9 Badhoevedorp-Holendrecht project, the completion of the SAA program also shifts from the end of 2027 to mid-2029.
