Rijkswaterstaat has started the tender procedure for designing and executing major maintenance on the A12 between the Oudenrijn and Lunetten junctions. The procedure does not include a funneling phase. Any interested market party that meets the suitability requirements may submit a bid. 

Bids can be submitted until 20 November 2025.

The A12 will undergo major renovations in 2027 and 2028. This concerns the A12 from the Oudenrijn junction to the Lunetten junction, where large-scale maintenance will be carried out on both the main carriageway and the parallel lanes in both directions. Work on the main carriageways is scheduled for 2027, with the parallel lanes scheduled for 2028.

Works on A12

The works include replacing asphalt with a noise-reducing surface layer, replacing intermediate and base layers at various locations, and adjusting the cross slope on the main carriageways (except at structures).

Maintenance will also be carried out on 41 structures, including replacing expansion joints, repairing concrete damage, replacing vehicle barriers and pavement, and restoring stormwater drainage. The work is planned to be completed by the end of 2028.

Tendering without funneling phase

The tender for designing and executing major maintenance on the A12 is the first in an experiment of five tenders without a funneling phase. There is a large maintenance backlog on road maintenance and a decline in the number of candidates and bidders per tender for this type of contract.

Therefore, the phased selection via a funneling phase is omitted. This creates room to hold two dialogue rounds during the tender. The first dialogue round involves discussions to explore the assignment and understand the requirements together with the market.

The second dialogue round focuses on further optimizing the tender dossier. The tender has been discussed with the sector and will be evaluated after the experiment.

Tender schedule

Interested market parties can register for the first information meeting on 3 November 2025 via TenderNed. Subsequently, market parties can submit a request to participate until 20 November 2025 via TenderNed .

After the second information meeting (16 December 2025), two more dialogue rounds will follow in January and March 2026. All bids must be submitted by 24 April 2026, with the award expected in July 2026.
