Rijkswaterstaat is working on a new framework agreement for major maintenance and updates of tunnels. On June 6, 2025, Rijkswaterstaat will organize a market consultation to present the GOUT project and to test the main choices with interested market parties. Registration for the market consultation is possible until May 28.
The market consultation concerns the Major Maintenance and Updates of Tunnels project (hereinafter referred to as: GOUT). The work within the GOUT project focuses on major maintenance that falls outside the scope of existing maintenance contracts. In total, sixteen tunnels fall within the physical scope of this framework agreement.
Approach
The work mainly focuses on tunnel technical installations such as lighting, ventilation, and safety systems. The goal of the framework agreement is to ensure the safety and availability of tunnels until large-scale renovations (renewal tasks) take place. The framework agreement aims to carry out maintenance activities more efficiently and sustainably.
With this tender, Rijkswaterstaat aims to select contractors with specialist knowledge of tunnel systems. There is only a limited number of suitable market parties that can perform this work. In view of the nature and scope of the task and to prevent dependence on one party, two or three contractors will be contracted. Cooperation and good planning are therefore of great importance.
