As of September 22, 2025, lot 2: Technical Advice of the new Cooperation Framework Agreement Engineering Services 2 (SROK ID 2) will come into effect. This completes the tendering of SROK Engineering Services 2. The other lots commenced on September 1, 2025.

This framework agreement plays an important role in the execution of the major renewal task that Rijkswaterstaat is facing.

Collaborating on the Task

With SROK ID 2, Rijkswaterstaat and the market build on the foundation laid by the first generation of SROKs. The six joint objectives from 2021 remain guiding: a healthy sector, well-considered assignments, job satisfaction, sustainable relationships, knowledge development, and contributions to sustainability. Focus Areas

The largest lot within SROK ID 2 is lot 1: Engineering Services for Projects and Programs. This lot is intended for the large integral, multidisciplinary assignments, such as planning and advising Rijkswaterstaat during the execution phase of projects (technical back office).

It encompasses all maintenance, construction, and renewal projects of Rijkswaterstaat. To ensure the right technical expertise, lot 1 is organized into eight focus areas, based on area and object types. Market parties had to qualify for this. This has created better coherence between the specific task and the available expertise of market parties.

Three New Research Lots

With SROK ID 2, three new lots have been introduced: soil research, conservation research, and geotechnical research. By requesting these studies separately, we can exert more control over the uniformity and quality of the studies.

This contributes to bringing the area data of Rijkswaterstaat in order, and thus serves a project-overarching interest.

In Conclusion

With the successful completion of this tender, in combination with the earlier SROK Project and Process Control 2 that came into effect, Rijkswaterstaat has firmly anchored the procurement of engineering services within the GWW domain for the next four to six years.
