As of July 1, 2025, the new Cooperation Framework Agreement Project and Process Management 2 (SROK PPB 2) will come into effect. The final award has now been completed. With this new framework agreement, Rijkswaterstaat and the market continue on the path set by the first generation of SROK’s from 2021.
The goal remains the same: a structural and sustainable collaboration for the deployment of expertise in project management, system-oriented contract management, and integral safety.
Collaborating on the task
The first generation of SROK’s has laid a solid foundation for the collaboration between Rijkswaterstaat and market parties in recent years. With SROK PPB 2, we build on this. The 6 objectives that Rijkswaterstaat and the market formulated in 2021 are still central:
- healthy sector, with and for future perspective
- the right, jointly considered assignment
- job satisfaction for everyone
- establishing a sustainable relationship
- knowledge continuity and development
- contributing to sustainability tasks in projects
The framework agreement continues to focus on objectives and thereby promotes a joint focus on quality, collaboration, and learning ability. This makes SROK PPB 2 align with broader developments within Rijkswaterstaat, such as strengthening project management, investing in long-term collaboration with the market, and increasing predictability in project realization.

Agile and cost-reducing
Based on evaluations and experiences from the previous SROK, various changes have been made to the procedures for further agreements. For example, the maximum size of assignments under a NOK has been removed (the previous limit of € 5 million has been eliminated). Assignments under € 300,000 will generally be awarded based on the lowest price, unless there is a motivated deviation from this.
These adjustments are intended to contribute to faster and more efficient NOK procedures, so that we can respond more effectively to the major (renewal) task we face together with the market.

Looking ahead: SROK Engineering Services 2
In addition to SROK PPB 2, the tender for the Cooperation Framework Agreement Engineering Services 2 is also in full swing. This is currently still ongoing. The expectation is that this agreement will also come into effect in September 2025. This will further complete the renewed toolkit for collaboration with the market and prepare it for the future.
