On Tuesday, November 4, 2025, Rijkswaterstaat will conduct a study on road use via license plate registration on five roads in South Holland. We aim to gain insight into the origin and destination of passenger cars and freight traffic on the relevant roads.
What is being investigated?
In the study of passenger traffic, drivers are mainly asked about their reasons for using the car. The study of freight traffic should primarily provide information about the types of goods transported. The results of the study may lead to traffic measures on and around the road.
How is the research conducted?
Using cameras, the license plates of passing passenger cars and trucks are registered. The cameras will be placed along the road and on overpasses starting Tuesday, October 28, 2025. On Tuesday, November 4, 2025, license plate registration will take place at the following five locations in both directions:
- A4 between Burgerveen and Roelofarendsveen
- A4 between Delft and Schiedam
- A16 between Ridderkerk and Hendrik-Ido-Ambacht
- A24 between Vlaardingen and Rozenburg
- A29 between Numansdorp and the Haringvliet Bridge
Some of the registered license plate holders will subsequently receive a letter asking them to participate in a study by Rijkswaterstaat regarding road use. They can log in to a site and fill out the survey digitally. This group is selected based on a sample.

The research is conducted in accordance with the General Data Protection Regulation (GDPR), formerly the Personal Data Protection Act (Wbp). All personal data will be used once and only for this research, treated confidentially, and destroyed after the research.
