Rijkswaterstaat is starting a market consultation to prepare for a new tender for LEF facilitator services. With this consultation, we aim to gather insights from market parties to align the future tender with market needs.

The sessions are facilitated by professional facilitators who possess strong communication skills and methodologies to help groups move forward, from strategic processes and collaboration to innovation and asset management.
Why this market consultation?
Rijkswaterstaat wants to conclude a framework agreement for 4 years (including extension options) for the facilitation of approximately 350 sessions per year and is looking for a suitable match for various issues.
A pool of facilitators with different competencies is desired so that a suitable facilitator can be found for each question.
Additionally, it is important for the further development of the LEF approach that the sessions grow in both quality and innovation, and involved facilitators exchange knowledge to further advance the LEF approach together with LEF.
To achieve this, we ask market parties among other things about their experience in organizing similar sessions using facilitators, their vision on optimal matching, and their ideas for actively strengthening the LEF community.
We also ask about available tools, scalability, and the use of materials and scripts for further method development.
Planning and participation
The market consultation was published on September 1, 2025, and has the following schedule:
- Questions about the market consultation can be submitted until September 14 via TenderNed.
- Answers will be shared on September 17.
- The completed questionnaire (the market consultation) can be submitted until September 24 at 2:00 PM.
- Any explanatory conversations will take place from October 2 to 9.
A report will be published on the market consultation with all important findings. The expected publication of the tender is scheduled for the 1st quarter of 2026; awarding is scheduled for the 3rd quarter of that year, with a contract start on November 1, 2026.
