In the summer of 2022, the Route Decision A27/A12 Ring Utrecht 2022 was established by the then Minister of Infrastructure and Water Management. The 2022 Route Decision contains some changes compared to the 2020 Route Decision.
Appeals against the 2020 and 2022 Route Decisions have been submitted to the Administrative Jurisdiction Division of the Council of State (the Division). In an interim ruling dated April 30, 2025 , the Division ordered the Minister of Infrastructure and Water Management to remedy the identified deficiencies.
Changes to the Route Decision A27/A12 Ring Utrecht 2020 and 2022
The 2025 Route Decision contains minor changes that address the aforementioned deficiencies:
- A design change: the watercourse over parcel no. 153 is removed from the 2020 Route Decision.
- A design change: the part of parcel no. 1608, called De Punt, is removed from the 2020 Route Decision.
- Amendment of Article 2 paragraph 3 of the 2022 Route Decision to ensure that the withdrawal decisions are made before the project A27/A12 Ring Utrecht starts.

The Route Decision A27/A12 Ring Utrecht 2025 was published on Tuesday, November 11, 2025, by publication in the Government Gazette. Individuals and legal entities who are stakeholders in the changes included in this route decision can file an appeal with the Council of State from Wednesday, November 12, 2025, until Tuesday, December 23, 2025.
