On Wednesday, March 11, 2026, the Council of State ruled on the A27/A12 Ring Utrecht route decision. The route decision was annulled. This means that the project is legally not allowed to be carried out.
The procedure at the Council of State has been ongoing since 2016 and now comes to an end with this ruling . The ruling of the Council of State indicates that the route decision was annulled based on the nitrogen dossier.
The ruling is part of the administrative legal process and is therefore separate from the political decision-making about the follow-up approach to keep the Utrecht region accessible in the future. The minister is studying the ruling and will consult with regional parties about the follow-up process.
